In this connection, and with reference to the

Governor's remarks in his letter of the 27th August 1911, on

paragraphs 9 and 12 of the letter addressed to him by the

General Officer Commanding on the 25th idem, I am to point

out that the land defence of a naval base is a matter for

which the War Office, and not the Admiralty, is mainly

responsible.
